The Commonwealth--not UMW--establishes the per diem and lodging rates using a standard rate with a city-by-city exception rate. There are two rate tables: One table is for "in state," and the other table is for "out-of-state." The in state standard rates are lower than the out-of-state standard rates. If the tables (found at the links below) do not SPECIFICALLY list your "in state" or "out-of-state" destination, you will be allowed the "standard rates" that are found on the first line of the appropriate table--either the "in state" table or the "out-of-state" table. Northern Virginia areas are listed on the "out-of-state" table as part of Washington, D.C.
