NOTICE OF CHANGE TO THE PARKING REGULATIONS
In a joint effort between the Office of Public Safety and Community Support Services and the UMW Student Senate, I am extremley pleased to announce that effective immediately, the bottom level (level 1) of the parking deck has been converted to 24/7 parking for vehicles with yellow decals.
Parking level numbers have been painted on the interior columns of the parking levels to assist those using the deck to more easily distinguish which level is which.
The configuration of the parking deck is now:
Level 4 - top level: Visitors to UMW and limited faculty/staff for those working in Goolrick Hall, 24/7. No student vehicle should be parked on this level at any time.
Levels 3 and 2: Red decals M-F between the hours of 7am and 5pm. On Mondays - Thursdays at 5pm, any vehicle may park on these levels PROVIDING the vehicle is moved by 7:00am the next day so that commuting students have access to parking. From 5pm on Friday through 7am on Mondays, any vehcile may park in these levels (levels 3 and 2).
Level 1: yellow decals only, 24/7.
We are pleased to be able to offer some parking relief at this portion of campus.

2010-2011 Regulations
Operating and parking a motor vehicle on the University of Mary Washington (UMW) campus is a privilege granted by the University. Administrative regulation of faculty, staff, student, and visitor parking is necessary to provide the least inconvenience not only to members of the University community, but also to the city residents who live within the immediate campus vicinity.
The University does not assume any liability for the care or protection of any vehicle or its contents. A person operating a vehicle on any University campus and/or property assumes full responsibility for observing University policies, regulations and the ordinances of the City of Fredericksburg, regulations and the ordinances of the County of Stafford, and the laws of the Commonwealth of Virginia. Enforcement of these parking policies and regulations is the responsibility of the University Police Department, a law enforcement agency certified by the Commonwealth of Virginia, is responsible for enforcing these parking policies and regulations.
All regulations apply equally to faculty, staff, students, and visitors, including contractors, and vendors unless otherwise specified. The registered owner of the vehicle will be held responsible for any violation of the "Motor Vehicle Policy and Regulations." Enforcement occurs year round 24 hours a day. Vehicle registration forms, decals, and violation notices are official UMW documents. The University reserves the right to change any or all of these policies and regulations as necessary
DEFINITIONS
- Vehicle:
- Any motor-powered automobile, truck, van, motorcycle, moped or scooter
- Parking:
- Designated spaces in any University lot or city-maintained streets/roadways perpendicular or parallel to University property.
PARKING ON THE COLLEGE OF GRADUATE AND PROFESSIONAL STUDIES
(STAFFORD CAMPUS)
A University parking decal is not required of CGPS Stafford Campus students while on the CGPS Stafford Campus.
Please note: If a CGPS Stafford Campus member has the need to park at the College of Arts and Sciences Fredericksburg Campus, a parking decal must be obtained using the University Eaglelink Portal to register their vehicle . There is no fee for vehicle registration by CGPS Stafford Campus staff/faculty/students. CGPS Stafford students who register their vehicle through the potral will be issued a commuting student numbered decal and will recieve the decal via US Mail within 10 business days.
PARKING ON THE COLLEGE OF ARTS AND SCIENCES
(FREDERICKSBURG CAMPUS)
Parking is by permit only and is required of all vehicles being parked on the campus - faculty, staff and students . Permits may be obtained through the UMW Parking Management System located on Eaglelink Portal. Please see the full parking regulations for specifics.
I. Purpose The purpose of this policy is to outline motor vehicle parking and traffic regulations for the Fredericksburg campus as enforced by the Parking Management branch and University Police.
II. Policy
A. Registration:
- Scope: Faculty, staff, commuter students, and resident students (note First year student car policy) are permitted to have vehicles on campus. The University, however, cannot guarantee a parking space on campus, nor is it liable for damages or losses resulting from vandalism of or larceny from any vehicle parked on campus. The University reserves the right to reserve spaces and/or lots for major events such as Family Weekend, Multicultural Fair, and Commencement. Other parking restrictions may be imposed for appropriate special events, activities, and conditions.
- Parking Allocation: On-campus parking allocation will be Faculty/Staff, denoted by blue decals and parking in blue-labeled lots; Commuter parking denoted by red decals and parking in red-labeled lots; UMW Apartments Residents denoted by white decals and parking in white-labeled lots; and all other residential students denoted by yellow decals and parking in yellow-labeled lots.
- Registration Requirement: All vehicles using Fredericksburg campus facilities must be registered and display the appropriate decal or parking permit dash pass.
- All vehicles – students (except first year special use), faculty and staff – will be registered using the on-line registration process found on the UMW Eaglelink Website under Parking Management System.
- First year students granted permission to have a vehicle on campus can still accomplish registration on line via email. Those first year students granted permission will receive a letter instructing them how to register their vehicle.
- For student registrations, the decal fee will be automatically charged against the student’s Banner account; there is no monetary transaction required.
- Residential students may register one vehicle; faculty/staff may register multiple vehicles however may only have one vehicle per employee on campus at any time.
- Commuter students may register multiple vehicles titled in their name, their parents/guardians names, and/or a rental company name however only one vehicle may be on campus at any one time. Commuter students are charged only one registration fee regardless of the number of vehicles registered. NOTE: Since the student parking management system will only allow for one vehicle per student, commuter parking students may register additional vehicles by emailing the parking management director (dsing@umw.edu) with the following information: make/type/color/year of vehicle, vehicle VIN, and vehicle license plate number and state of issuance. Parking decals will be mailed to the commuting student using the address on file in the Banner system.
- The Commonwealth of Virginia requires that parking facilities be self-paying enterprises. All costs, such as maintenance, are to be paid by self-generated funds. The cost of a parking decal is:
Resident students, full academic year $200.00
Commuter students, full academic year $200.00
Decals are pro-rated by the ½ year. If a student begins classes in the spring semester, the fee is $100.00. If a student drops during the fall semester and does not return in the spring, the student is refunded $100.00.
- Special conditions for student vehicles:
If a student uses another family member’s vehicle during the year, a temporary dash pass must be obtained. There is no charge for this providing the student has already purchased a decal.
If a student uses a Faculty/Staff member’s vehicle on campus, including students who are dependents of a Faculty/Staff member, a student decal must be purchased for the vehicle.
Only 1 (decal or dash pass) vehicle per student may be present on campus at any time.
- Number of Vehicles: Faculty and staff members will be issued decals for each vehicle owned. However, only one (1) vehicle may be present on campus at any time. Residential students are restricted to one (1) vehicle decal. Commuter students may register multiple vehicles titled in their name, their parents/guardians names, and/or a rental company name however only one vehicle may be on campus at any one time.
- Motorcycles/Motor Scooters: Motorcycles and Motor Scooters have the same status as automobiles. Owners must abide by the same guidelines concerning registration, parking, and operation on campus.
- Temporary Dash Passes:
a. Temporary dash passes for UMW Community members, which will be valid for up to one month, may be obtained from the Public Safety Office in Brent Hall. UMW vehicle registration is not required at the time the vehicle is brought on campus.
b. Temporary dash passes are not intended to enable individuals to delay registering their vehicles for a University parking decal.
c. If a vehicle is disabled, the faculty/staff/student driver must call the Public Safety Office for 48-hour authorization. These 48 hours allows sufficient time for vehicles to be repaired, moved, or towed providing the vehicle is in a parking space and not impeding traffic.
- Decals:
- Decals are to be displayed on the vehicle’s left (driver side) rear windshield so it can be easily observed.
In the case of a vehicle which does not have a fixed rear window (such as Jeeps or convertibles), the decal is to be displayed on the left rear (driver side) bumper of the vehicle.
Motorcycle and motor scooter decals are to be fixed to the left side of the front forks in such a way that the decal is easily observed.
- Decals must be secured with their own adhesive. Scotch tape, etc. may not be used
- Decals are non-transferable to other vehicles
- State-issued hanging handicapped permit tags must be displayed whenever a handicapped space is in use.
- Faculty/staff/students should report any changes to vehicle registration information, via the on-line parking management system, within 48 hours of the change (e.g. tag number changes, residence change, new car).
- The UMW sponsoring member must pick up a guest dash pass
- Dash passes will be issued anytime from 2 days in advance of
your guest’s arrival forward.
- Dash passes will be valid for a specific length of time, as

- Guests will be authorized to park in the same decal-color coded lots as their UMW sponsor with the exception of Residence Life Staff. Residence Life staff guests will park in either yellow or white lots, based on the location where the staff member is assigned to live.
- Registered UMW students, staff and faculty members are not
- Visitor parking is located on the top level of the UMW parking
- Visitors are NOT required to obtain any type of parking pass.
- Registered UMW students, staff and faculty members are not considered visitors or guests of the University and must comply with the vehicle registration provisions.
- All contractors performing work on the Fredericksburg campus must check in/out at the Office of Public Safety in Brent Hall.
- At the time the contractor is issued a contractor badge and keys, a contractor’s dash pass will be issued.
- Long-term contractors who have been provided office space on a UMW property will be issued orange parking decals and may park in Faculty/Staff lots only. These decals may not be used to park in any student, visitor or service vehicle parking locations.
- Weekday Restrictions: During weekday hours (7:00 am – 7:00pm), most parking areas are reserved for faculty/staff, resident student or commuter student use only. These lots are marked using signs at the entrance/exit of each lot. There are also restricted use spaces marked using signs directly at the space location.
- External Law: City and state laws must be observed when parking on the UMW campus.
- Parking Prohibitions: Parking in fire zones, loading zones, and areas where curbs are painted yellow is strictly prohibited.
- City Streets: Parking on the City of Fredericksburg streets is at the driver’s risk. University parking decals do not authorize parking in the City of Fredericksburg “Resident Only” parking areas. The City of Fredericksburg police as well as University police patrol these areas and will issue City citations if violations are observed.

- Visitor Parking. A limited number of visitor parking spaces are available on the Fredericksburg campus. Students, faculty and staff of the University may NOT use these spaces at any time, as they are NOT considered visitors to the campus. Visitor parking spaces are designated on the top level of the UMW parking deck and along the right hand side of inbound Double Drive for use by PROSPECTIVE STUDENTS AND UNIVERSITY VISITORS ONLY.
- Guest Parking: See Guest Parking in Section A above.
- Loading/Unloading Limitations: Loading/unloading locations have been designated throughout campus. Parking in these areas is limited to fifteen minutes WITH the use of hazard lights. During peak times of check-in/out, University staff will be available to provide assistance. These spaces are the ONLY spaces to be used for loading/unloading.
- Handicapped Parking: Persons requiring the use of handicapped spaces on campus and/or City of Fredericksburg streets must display any state’s-issued handicap hang tag or license plate. Temporary (up to 30 day) handicapped permits for use on campus ONLY, may be obtained by presenting medical authorization, from the Office of Public Safety in Brent Hall.
- Exceptions for First Year Students: First year students are permitted to have a vehicle on campus only with written permission from the Division of Public Safety. Contact the University Chief of Police for details.
- Parking Lot Designations and uses: Please see the color coded map which illustrates the locations of each lot by decal color.

- Responsibility for Enforcement: The UMW Police Department and Public Safety Parking Management Office are charged with enforcement of all parking regulations.
- Parking Citations: Parking citations for unregistered or improperly parked vehicles will be issued year round, whenever the University is open and/or under a weather/emergency related closing.
- Payment: UMW parking citations must be appealed within 10 calendar days. Appeals are done on-line via UMW Eaglelink Website under Parking Management system. Those failing to appeal within the 10 day time frame and/or those whose appeals are denied, will be assessed the full citation fine. Student fines will be placed against their Banner accounts. Faculty/staff fines may be paid directly to the UMW Cashier located in Lee Hall.
- Multiple Unpaid UMW Parking Citations: If a driver accumulates 7 or more parking citations during any one semester, the driver’s privilege to have a vehicle on campus may be suspended. Suspension of parking privileges will be recommended via an Administrative Referral and, if enforced, will be for the remainder of the semester/year. There will be no refunding of the parking decal fee.

- Disabled/locked vehicles. Commonwealth policy prohibits UMW Police from unlocking vehicles or using jumper cables to start a disabled vehicle. The Public Safety Division does have a battery pack located at the Public Safety Office in Brent Hall and may be checked out by UMW ID cardholders. Owners of inoperative vehicles should contact a service station/garage for assistance and also advise University Police if parked in an unauthorized area (see A. Registration).
- Safety Escorts. UMW Public Safety provides safety escort from parking lots to a student’s residence hall on an ‘as available’ basis. Use of this service is encouraged. We encourage students to call from their cell phone and wait inside their building or vehicle until we arrive. If that is not possible, please make use of the emergency blue light phones to request assistance.
- Emergency Phones. Should you require assistance, emergency phones are placed around campus and are referred to a “blue light” phone. These phones connect into Public Safety Emergency communications Center and may be used when requesting a safety escort as well as for any type of assistance from the University Police.
- A student safety escort service is provided to students and faculty and staff upon request. Services may be accessed by calling the University Police non-emergency line (540) 654-1025, or by using the emergency blue light call boxes located throughout University parking lots or by dailing 4444 from any campus telephone. You can use your cellular phone by dialing or programing your cellular phone to (540) 654-4444. The Student Safety Escort Service is available 24 hours every day year round either from Student Escort Services or by a University Police Officer.

B. Parking:
“Restricted Parking Zone” for City of Fredericksburg Streets
City of Fredericksburg Parking Ordinance Section 58-174 for UMW residential students and Section 58-173 for University commuting students restricts parking on the following streets:
NOTE: Parking elsewhere on campus with hazard lights flashing is illegal and may be cited for parking violations.
a. UMW Apartment Residents:
UMW Apartment residents park in white-labeled lots which are around the apartment buildings and in the lot located adjacent to the apartments on the corner of William Street and Sunken Road.
b. Residential Students not residing in the UMW Apartments:
Residential students may use any yellow –labeled lot. They may not park in the white-labeled lots as those lots are reserved for apartment residents.
c. Commuting Students:
Commuting students may park in any red-labeled lot, at any time, seven days a week.
Commuting students residing in the City of Fredericksburg’s “College Heights/Restricted Zone” will need to obtain special parking permits from the City of Fredericksburg Police Department, Records Division, located at Police Headquarters – 2200 Cowan Boulevard. The office is open Monday – Friday from 8:30a.m. – 4:00 p.m.
These permits require the commuting student appear in person with:
d. ALL residential students, regardless of decal color, may park in any open commuter space from 5:00p.m. on Fridays through 7:00 a.m. on Mondays WITH THE EXCEPTION OF COLLEGE AVENUE. College Avenue may not be parked on by residential students at any time or day. (note the special times regarding the parking deck found below and in the introductory note from the AVP for Public Safety at the beginning of this policy).
It is essential that residential students move their vehicles from commuter lots by 7:00 a.m. on Mondays so that there is parking for incoming commuting students.
Failing to move a white or yellow decaled-vehicle from a commuter lot by 7:00a.m. on Mondays may result in a parking fine up to $40.00.
e. ALL Students, residential and commuting, may park in any open Faculty/Staff space, WITH THE EXCEPTIONS listed in item g below, Mondays through Thursdays from 7:00 p.m. until 7:00 a.m. the following day; and from 5:00 p.m. on Fridays through 7:00 a.m. on Mondays and this includes the ability to remain in the lot over the weekend. (note the special times regarding the parking deck found below and in the introductory note from the AVP for Public Safety at the beginning of this policy).
Failing to move a student vehicle from a faculty/staff lots by the 7:00a.m. time frame on Monday – Friday may result in a $40.00 parking fine.
f. Parking Deck:
The top level of the parking deck is reserved for visitor and/or special event use at all times. Students are not be permitted to park on the top level of the deck regardless of the time of day or day of the week.
Contracted Security Guards will serve in the parking deck, Monday – Sunday from approximately 8:00 p.m. until 1:00 a.m.
The parking deck may not have a security guard located physically in the deck from 1:00 a.m. (unless there is a special event underway) forward. Security cameras are running continuously in the deck, 24/7.
For residential students, parking in levels 2 and 3 of the deck MAY be done, Mondays through Thursdays after 5p PROVIDING your vehicle is moved by 7:00 a.m. the next morning so that commuters have a place to park.
Level 1 of the deck - the bottom level - is reserved for use by yellow decal student vehicles, 24/7.
On weekends, any color-decal vehicle may park in levels 1,2, or 3 of the deck providing the vehicle is moved by 7:00 a.m. on Monday morning so commuters have a place to park.
g. LOTS RESTRICTED FROM STUDENT USE :
1. George Washington Lot, Jefferson Square Lot, Simpson Library Lot, Marye House Lot, 24/7 spaces in Sunken Road Lot, spaces specifically reserved for Residence Life staff members and the top level of UMW Parking Deck.
2. Any faculty/staff lot reserved for a specific event. Please note: for some events, it may be necessary to tow vehicles from reserved lots. In such a case, vehicles are towed to the Facilities Services lot (space permitting). The UMW-registered decal holder for the vehicle will be assessed the tow charges plus the $40 parking fine.
3. Whenever the inclement parking policy has been invoked. Whenever the inclement weather policy is implemented, towing is in effect. Vehicles in violation may be towed. In such a case, vehicles are towed to the Facilities Services lot (space permitting). The UMW-registered decal holder for the vehicle will be assessed the tow charges plus the $40 parking fine.
C. Parking Violations:
a. Automobiles parked illegally in areas listed below will be issued a parking citation and may be towed at the decal-owner’s expense. Please note that prohibited zones are enforced 7 days a week, 24 hours a day.
(1) Outside designated decal zone $ 25.00

City of Fredericksburg parking citations cannot be handled by the UMW Police nor via the UMW online parking management system. A City parking ticket must be appealed within 10 calendar days – full directions are found on the reverse side of the parking citation. Failure to pay or appeal within the time limit will result in additional costs and issuance of a summons to appear in the General District Court.
D. Parking Citation Appeals: UMW parking citations must be appealed within 10 calendar days. Fines become payable on the 11th calendar day and appeals will not be considered unless the recipient can offer some overwhelming reason for failure to meet the 10 day appeal deadline.
For members of the UMW community, appeals are done on-line via the parking management system.
For those who are not members of the UMW community, appeals may be done in the form of an email to the AVP for Public Safety (sknick@umw.edu), via fax to (540) 654-1130 or by written letter to UMW Public Safety Department, Attn: Ticket Appeals, 1301 College Avenue, Fredericksburg, VA 22401 – please cite the ticket number, date of citation, your name and the reason for the appeal.
►PLEASE NOTE: Parking appeals are NOT handled by the Emergency Communications Office in Brent Hall.
Rationale for Appeals: An appeal is based on extenuating circumstances and should not be filed if an individual has clearly failed to observe the University’s parking rules and regulations. The following are examples of situations generally not considered as acceptable grounds for appeals:
E. University Police Assistance: It is recommended that all individuals bringing a vehicle to campus be enrolled in an automobile club or some similar program which will offer on site vehicle assistance as our capabilities to assist are limited.
F. Resident First Year Motor Vehicle Policy. First year students, as determined by class year and not accumulated academic credits, will not be permitted to bring a motor vehicle to campus OR to have on in Fredericksburg and vicinity. Upper class students are not permitted to register vehicles for first year students. Students who bring unauthorized motor vehicles to campus or to Fredericksburg are subject to sanction under the University’s conduct standards.
Requests for exceptions to this policy should be made to the AVP for Public Safety, in writing (either email or regular mail) and should be from the student making the request. Consideration will be given to requests based on employment essential to university enrollment, limited medical situations as verified through the Office of Disability Services or by an attending physician, or for extreme family emergencies. Please note that out-of-state residency and the need/desire to travel home does not qualify for an exception to policy.
Permission for this privilege must be granted PRIOR to bringing a vehicle to campus. The fact that you have brought a vehicle on campus prior to obtaining permission does not qualify for an exception to policy.
G. Inclement Weather Parking Policy: During times inclement weather accumulation is predicted for the Fredericksburg area, parking will be restricted. “Snow Emergency Areas” are clearly marked on campus streets/lots. No vehicle may be parked in these areas where there is the threat of snow, sleet, freezing rain or ice. Vehicles left in these areas are subject to being towed at the decal-owner’s expense.STUDENT SAFETY ESCORT SERVICE
