Motor Vehicle Policy and Regulations
Year 2007-2008
The operation and parking of a motor vehicle on the campus and environs is a privilege granted by the University of Mary Washington (UMW). The administrative regulation of faculty, staff, and student parking is necessary to provide the least inconvenience not only to members of the University community, but also to the city residents who live in the immediate vicinity of the campus.
The University assumes no liability for the care or protection of any vehicle or its contents. A person operating a vehicle on any University campus and/or property assumes full responsibility for observing University policies, regulations and the ordinances of the City of Fredericksburg, regulations and the ordinances of the County of Stafford, and the laws of the Commonwealth of Virginia. Enforcement of these parking policies and regulations is the responsibility of the UMW Police Department, a law enforcement agency certified by the Commonwealth of Virginia.
All regulations apply equally to faculty, staff, students, guests of students, visitors, contractors, and vendors, unless otherwise specified. The registered owner of the vehicle will be held responsible for any violation of these policies and regulations. Enforcement occurs 24 hours every day, year round. Vehicle registration forms, decals, and violation notices are official UMW documents. The University reserves the right to change any or all of these policies and regulations as necessary.
Parking on the Fredericksburg campus is by permit only.
The UMW Police Department is located in Brent Hall and is open 24 hours every day, year round, for Temporary Parking Permits and Visitor Parking tags.
DEFINITIONS
VEHICLE REGISTRATION REQUIREMENTS FOR THE FREDERICKSBURG CAMPUS
ALL VEHICLE REGISTRATION
- Parking on campus is by permit only. All faculty, staff, students, visitors, and guests of students who park their vehicles on campus at any time, MUST register those vehicles with the UMW Police.
- Registration of vehicles must be completed when the vehicle is brought to campus. Unregistered vehicles are subject to being ticketed and may be towed at the owner's expense. A review of the individual's privilege to operate a motorized vehicle on campus may also be undertaken.
- Decals must be permanently displayed on the left rear bumper or securely affixed to the outside, bottom left (driver's side) of the rear window, no more than three inches from the window molding. Decals taped or mounted inside the rear window are in violation and are subject to ticketing. On motorcycles, mopeds, and scooters, the decal must be affixed and displayed in a visible location.
- Decals and Temporary Parking Permits must correspond with the vehicle and license plate for which they were
issued. Decals and Temporary Parking Permits are the property of UMW, are not transferable, and must be
removed under the following conditions:
- Change of vehicle ownership through sale or transfer of title.
- Termination or voluntary separation of association with UMW
- Expiration of decal (decals from previous years may not be displayed)
- Change of eligibility for parking privilege (for example, a student changing residence from UMW Apartments to an on-campus residence hall)
STUDENT VEHICLE REGISTRATION
- All student vehicles on campus, including part-time, audit, and non-degree students must be registered annually at the beginning of the academic year. Student decals expire on August 1st of each year.
- Immediately upon bringing a vehicle to campus, student's must register the vehicle through the Parking Management link on the UMW Eaglelink Portal. There is a $200 decal fee for College of Arts and Sciences students that will be billed through each student’s Banner account.
- A temporary permit form is available for students to print upon successful registration and must be displayed until a permanent decal is received.
- New students coming to UMW as first-year freshmen are not permitted to bring a vehicle
- Any student who attempts to avoid vehicle policy regulations is subject to disciplinary action. This includes parking on or off campus. Penalties may include loss of parking privileges and/or judicial sanctions.
- Students who permanently change vehicles during the academic year are required to immediately register their new vehicle when it is brought onto campus. If your decal is lost or stolen, or you change vehicles during the academic year, you must take the portion of the old decal which contains the decal number to the UMW Police department and receive a new decal. It IS necessary to display the temporary permit until a new decal is received..
- Residential students may register only one vehicle. A student may not register as his/her own any vehicle owned or operated by another student.
- Students with guests (family or friends) are required to obtain a Visitor Parking tag when these guests want to park on campus (see "Guests of UMW Students" below).
- Decals must correspond with the vehicle and license plate for which they are were registered to and issued.
Decals are the property of the University of Mary Washington, are not transferable and must be removed under
the following conditions:
- Change of vehicle ownership through sale or transfer of title
- Termination of association with the University of Mary Washington
- Expiration of decal (decals of previous years may not be displayed)
- Change of eligibility for parking privileges
College of Graduate and Professional Studies (CGPS) STUDENT VEHICLE REGISTRATION
A UMW parking decal is not required of GCPS students while on the CGPS Stafford County campus. If a CGPS student has the need to park at the College of Arts and Sciences Fredericksburg campus, a parking pass may be obtained using the Eaglelink Portal. CGPS student parking passes are free of charge.
EXCEPTIONS
UMW grants exceptions to the parking policy for special circumstances. For example, a special frequent need of transportation by a first-year (freshman) student. To obtain an exception, a detailed written request must be submitted to the Chief of Police. The request will be reviewed by the Public Safety Parking Committee. If the request is approved, the Chief of Police will notify the student. Students with exceptions must pay the parking decal fee of $200 and register their vehicle with the UMW Police Department through the Eaglelink Portal.
PARKING ON THE FREDERICKSBURG CAMPUS
Temporary Parking Permit
UMW recognizes that, at various times, faculty, staff, and students will need to obtain a Temporary Parking Permit when they use another vehicle on the Fredericksburg campus or when visiting the Fredericksburg campus from another campus or property. For occasions when the registered vehicle needs repairs, or when a vehicle will only be on campus for a short time, a Temporary Parking Permit can be obtained from the UMW Police Department. These permits are obtainable 24 hours every day, year round. This parking permit is to be displayed at all times on the driver's side of the vehicle on the dashboard.
University Visitors
Visitors to the University need to obtain a Temporary Parking Permit from the UMW Police Department. As the UMW Police Department is open 24/7, there is no grace period provided between arriving on campus and obtaining a parking permit.
Guests of UMW Students
A student's guests, including family members, are not classified as UMW visitors and should not park in "Visitor" parking. Guests of UMW students will need to obtain a Temporary Parking Permit from the UMW Police Department. This will enable the guest to park in the student parking area in which the UMW student host would park. The UMW student is responsible for complying with the Office of Residence Life Guest Policy. Students are required to accompany their guests to the UMW Police Department and produce a UMW ID before a Temporary Parking Permit can be issued. Students are responsible when having guests to advise them of UMW parking rules and regulations. Students are responsible for parking infractions of their guests.
Special Parking Needs - Students
Students who have state-issued handicapped hangtags or license plates are required to pay the parking decal fee and register their vehicles. Students who do not have state-issued handicapped hangtags or license plates, but who need to use handicapped parking spaces on campus for long-term disabilities, must contact the Disability Services Office located in 209 GW Hall, phone (540)654-1266. Students with short-term disabilities must contact the Dean of Student Life, Marye House, phone (540)654-1200. Students must present documentation from a physician that supports their request. The Office of Disability Services or the Dean of Student Life will notify the UMW Police and the student if their request has been approved. The student may then pick up his/her special parking permit from the UMW Police Department. Students with handicapped parking permits may park in any legal parking space on campus, except fro those reserved for service vehicles; however, every effort should be made to park in handicapped spaces. Special Parking Needs - Faculty/Staff
Faculty/Staff who have state-issued handicapped hangtags or license plates are required to register their vehicles and obtain parking decals from the UMW Police. Faculty/Staff who do not have state-issued handicapped hangtags or license plates, but who need to use handicapped parking spaces on campus are to make their request to the Police Director. He can be contacted at the UMW Public Safety Office, c/o Police Department, Brent Hall, phone (540)654-1025. Faculty/Staff must present documentation from their physician that supports the request for either long-term or short-term disability conditions. Once approved, the special parking permit can be picked up at the UMW Police Department.
Event Parking and Towing
Special functions and events during the academic year will require parking to be restricted for short periods of time in various areas. Signs will be posted in advance for proper notification by the UMW Police. Faculty, staff, or students who park in areas where special "No Parking" or "Reserved" signs have been posted are subject to being ticketed and towed at the owner's expense. UMW Police are not required to give notification before a vehicle is towed. If you find that your vehicle is missing, contact the UMW Police at (540)654-1025. They will determine if the vehicle has been towed and, if so, which tow company should be contacted. ALL FEES FOR TOWING ARE AT THE OWNER'S EXPENSE.
PARKING AREAS
OFF-CAMPUS PARKING (Fredericksburg and Stafford campuses)
Off-campus parking is regulated by the City of Fredericksburg for the Fredericksburg Campus and by the Stafford County Sheriff’s Office for the Stafford Campus. Off campus parking is enforced by both the local jurisdictions and the UMW Police. Complete details of the governing ordinances can be obtained from the Fredericksburg Police Department or Stafford County Sheriff’s Office.
Residential Students (Fredericksburg Campus)
Residential students are prohibited by Fredericksburg City Ordinance Sec.58-174 from parking on City streets adjacent, parallel, or perpendicular to the University. This area is designated as "College Heights" or the "Restricted Zone." This ordinance applies 24 every day, year round. There is one exception for residential student parking, Hanover Street (Battleground side ONLY) from High St. to Sunken Rd.
Commuter Students (Fredericksburg Campus)
Commuter students are prohibited by Fredericksburg City Ordinance Sec. 58-173 from parking on any city streets in the "Restricted Zone" between 8:30 AM Monday and 4:00 PM Friday.
There are two exceptions for commuter student parking:
- College Avenue (BOTH sides) from William St. to Rt. 1
- Hanover Street (Battleground side ONLY) from High St. to Sunken Rd.
Commuter students residing in the "College Heights/Restricted Zone" must obtain a City of Fredericksburg parking permit. The city parking permit can be obtained from the Commissioner of Revenue, City Hall, 715 Princess Anne St., phone (540)372-1004. The city decal costs $10. If a "College Heights/Restricted Zone" commuter student brings his/her vehicle onto campus, it must have a UMW commuter parking decal. Bringing an unregistered vehicle on campus will result in at least a ticket for unregistered vehicle ($200).
ON CAMPUS PARKING AREAS
UMW does not guarantee parking spaces will always be available at any campus or property. For the Fredericksburg campus, a sign at the entrance of each parking lot will designate the parking lot number on a background color which corresponds with the decal color of those vehicles permitted to use the lot. For example, Parking Area 2 will have a sign with the number 2 on a blue background (faculty/staff parking). A few lots have multiple uses. Be aware of restriction signs inside the lots.

For the Fredericksburg campus, assigned parking areas for each student classification are listed below.
RESIDENTIAL STUDENTS
Residential Students not living in The Apartments (Yellow Decals)
- Parking Area 10 – levels 1 and 2

All parking areas for residential students are restricted by decal color 24 hours every day, year round. The University does not guarantee parking spaces will always be available.
Students may not park in faculty/staff lots with the exception of certain spaces in Parking Area #5 at the Simpson Library. From 5:00p.m. until 7:00a.m. Monday-Thursday and 5:00p.m. Friday through 7:00a.m. Monday, students may park in the spaces that are not designated faculty/staff 24/7.
Residential students who leave vehicles on campus during semester breaks are encouraged to park them in Lot 30.
Unless otherwise specified, faculty/staff parking remains faculty/staff parking during school breaks.
COMMUTER STUDENTS (Red decals)
The following on campus parking areas are designated for commuter parking Monday through Friday between 7:00AM and 5:00 p.m.:
- Parking Areas 7 and 9 at Goolrick Hall
- Parking Area 10, University Parking Deck Level 3
- Parking Area 28, Thornton St. Lot.
- Parking Area 30, William St. Lot (Designated spaces)
- College Ave
- Hanover St., Battleground side ONLY, between High St. and Sunken Rd.
FACULTY/STAFF (White decals with blue stripe)
The following areas are designated for faculty/staff parking:

During fall and spring semesters, faculty and staff are prohibited from parking in student areas on campus at anytime.
PROHIBITED PARKING AREAS
- Yellow painted curbs - no parking zones/fire lanes.
- Blocking fire hydrants
- Blocking other vehicles/impeding the movement of traffic along any roadway or driveway.
- On sidewalks or lawn areas.
- Handicap spaces (without a valid permit).
- Service vehicle spaces or areas.
- Reserved spaces or lots, designated by signs.
- All areas restricted by sign or police direction.
- Any area not designated as a parking space.
Vehicles parked in the above-listed areas are subject to being ticketed and may be towed at the owner's expense.
NO WARNING IS REQUIRED BEFORE A VEHICLE IS TICKETED AND TOWED.
ENFORCEMENT
UMW Police enforce all UMW regulations, state laws, and certain City of Fredericksburg ordinances. All regulations and ordinances are enforced in a consistent manner without preference. A parking ticket s shall not be discussed with the issuing officer except for clarification of the charge. Issuing officers have no authority to void a ticket once issued.
PENALTIES
Fines for UMW parking tickets will be made directly against student/faculty/staff accounts.
$15.00 Fine:
- Not parked within painted lines or designated space.
- Parked beyond posted time limit.
- Parked on grass, curb, or illegally in road way.
- Vehicle parked facing wrong direction .
- Other violations, as specified on ticket .
$25.00 Fine:
- Not parked in assigned decal permit area.
- Parking along yellow painted curbs (fire lanes).
- Student in faculty/staff parking space.
- Faculty/staff in student parking space.
- Failure to properly display decal.
- Parked in "Service Vehicles" space.
- Parked in "Reserved" parking space.
- Blocking another vehicle or impeding the flow of traffic along any roadway or driveway
$200.00 Fine:
- Parked in or blocking access to a handicap space.
- Failure to register vehicle
Students with unpaid parking tickets jeopardize their chance for continuation or re-admission, and no transcript will be issued by the University until all outstanding fines and charges are paid.
PARKING TICKET APPEAL PROCESS
UMW Parking Tickets
Parking appeals are to be filed through the Parking Management link on the Eaglelink Portal. Appeal progress and decisions can be monitored through the portal. Allow 10 business days for an appeal to process.
City of Fredericksburg Parking Tickets
PAYMENT FOR THESE FINES CANNOT BE MADE AT THE UMW POLICE DEPARTMENT NOR VIA EAGLELINK.
A city parking ticket fine must be paid or contested within ten days. Failure to pay or appeal within the time limit will result in additional costs and issuance of a summons to appear in the General District Court. Payment for a city parking ticket can be made to the City Treasurer, City Hall, 715 Princess Anne St., P.O. Box 267, Fredericksburg, VA 22404.
City Parking Appeals
To appeal a city parking ticket (within ten days), obtain a "contest" form from the Fredericksburg Police Department (FPD), 2200 Cowan Blvd., complete and return it to the FPD. The General District Court will mail you a notice of a hearing date.
DISABLED/LOCKED VEHICLES
State policy will not permit the UMW Police to open locked vehicles or use jumper cables to start a disabled vehicle. A vehicle charging pack may be checked out from the UMW Police Department.
SNOW EMERGENCY
To aid in snow removal on major roadways and parking lots, certain areas are designated "Snow Emergency Areas." This means that no vehicle may be parked in these areas when there is a threat of snow, sleet, freezing rain, or ice. Vehicles left in these areas are subject to being ticketed and towed at the owner's expense.
"Snow Emergency Areas" include:

The above listed lots will be cleaned first; then all other lots will be closed, and subsequently cleaned. When a snow emergency occurs, the US Rt. 1 access to Lots 10, 11, 12, and 13 will be closed. Vehicles parked in Lots 10, 11, and 13 must use the entrance gate located on Sunken Road. Vehicles parked in Lot 12 may be inaccessible until the snow emergency has been lifted. Vehicles parked in Lots 24 and 25 may also be inaccessible until the snow emergency has been lifted.
STUDENT SAFETY ESCORT SERVICE
On-campus safety escorts are available from dusk to dawn. The service provides escorts to students upon request. Services may be accessed by calling the UMW Police at (540)654-1025, or by using the 777 emergency phones located in UMW parking lots. An escort is always available after dark either from the escort service or by a UMW police officer.
