VEHICLE REGISTRATION REQUIREMENTS

2008 - 2009

Operating and parking of a motor vehicle on the campus and environs is a privilege granted by the University of Mary Washington (UMW). The administrative regulation of faculty, staff, and student parking is necessary to provide the least inconvenience not only to members of the University community, but also to the city residents who live in the immediate vicinity of the campus.

The University assumes no liability for the care or protection of any vehicle or its contents. A person operating a vehicle on the campus assumes full responsibility for observing University policies and regulations and the ordinances of the City of Fredericksburg and the laws of the Commonwealth of Virginia. Enforcement of these parking policies and regulations is the responsibility of the UMW Police Department, a law enforcement agency certified by the Commonwealth of Virginia.

All regulations apply equally to faculty, staff, students, guests of students, visitors, contractors, and vendors, unless otherwise specified. The registered owner of the vehicle will be held responsible for any violation of these policies and regulations. Enforcement occurs 24 hours every day, year round. Vehicle registration forms, decals, and violation notices are official UMW documents. The University reserves the right to change any or all of these policies and regulations as necessary.

 

PARKING ON COLLEGE OF ARTS AND SCIENCE FREDERICKSBURG CAMPUS IS BY PERMIT ONLY

 

The University Police Department is located in Brent Hall on the College of Arts and Sciences Fredericksburg Campus and is open 24 hours every day, year round, for Temporary Verhicle Parking Permits.

 

DEFINITIONS:

Vehicle: Includes any motor-powered automobile, truck, van, motorcycle, moped or scooter.

Parking: Includes spaces in any University lots, or on streets or city maintained roadways perpendicular or parallel to University property.

 

VEHICLE REGISTRATION REQUIREMENTS FOR THE FREDERICKSBURG CAMPUS:

ALL VEHICLE REGISTRATION

Parking on campus is by permit only. All faculty, staff, students, visitors, and guests of students who park their vehicles on campus at any time, MUST register their vehicles with the University Police Department.

Registration of vehicles must be completed when the vehicle is brought on campus. Unregistered vehicles are subject to being ticketed and may be towed at the owner's expense. A review of the individual's privilege to operate a motorized vehicle on campus may also be undertaken.

Decals must be permanently displayed on the left rear bumper or securely affixed to the outside, bottom left (driver's side) of the rear window, no more than three inches from the window molding. Decals taped or mounted inside the rear window are in violation and are subject to ticketing. On motorcycles, mopeds, and scooters, the decal must be affixed and displayed in a visible location.

Decals and Temporary Parking Permits must correspond with the vehicle and license plate for which they were issued. Decals and Temporary Vehicle Parking Permits are the property of the University of Mary Washington, are not transferable, and must be removed under the following conditions

Change of vehicle ownership through sale or transfer of title.

Termination or voluntary separation of association with UMW

Expiration of decal (decals from previous years may not be displayed)

Change of eligibility for parking privilege (for example, a student changing residence from UMW Apartments to an on campus residence hall)

 

STUDENT VEHICLE REGISTRATION

Student vehicles on campus, including part-time, audit, and non-degree students must be registered annually at the beginning of the academic year. Student decals expire on August 1st of each year.

Immediately upon bringing a vehicle to campus, student's must register the vehicle on-line through the Parking Management link on the Universities Eaglelink Portal. There is a $200 decal fee for College of Arts and Sciences Fredericksburg Campus students that will be billed through each student’s Banner account.

A temporary permit form is available for students to print upon successful registration and must be displayed until a permanent decal is received.

New students coming to University as first year freshmen are not permitted to bring a vehicle

Any student who attempts to avoid motor vehicle policy regulations is subject to disciplinary action. This includes parking on or off campus. Penalties may include loss of parking privileges and/or judicial sanctions.

Students who change vehicles during the academic year are required to immediately register their new vehicle when brought onto campus. If your decal is lost or stolen, or you change vehicles during the academic year, you must take the portion of the old decal which contains the decal number to the University Police Department and receive a new decal.  It is necessary to display the temporary permit until a new decal is received..

Residential students may register only one vehicle. A student may not register as his/her own any vehicle owned or operated by another student.

Students with guests are required to obtain a Temporary Vehicle Parking Permit Parking dash pass when guests want to park on campus (see "Guests of UMW Students" below).

Decals must correspond with the vehicle and license plate they are registered to. Decals are the property of the University of Mary Washington, are NON-transferable and old decals must be removed under the following conditions:

               Change of vehicle ownership through sale or transfer of title

               Termination of association with the University of Mary Washington

               Expiration of decal (decals of previous years may not be displayed)

               Change of eligibility for parking privileges

 

COMMUTER STUDENTS LIVING IN THE RESTRICTED ZONE

Commuter students who live within the restricted zone are required to get a decal from Fredericksburg Police Department. The decals are issued at no cost. More information can be found at the Fredericksburg Police Department web site here.

College of Graduate and Professional Studies (CGPS) STUDENT VEHICLE REGISTRATION

A University parking decal is not required of CGPS students while on the CGPS Stafford County campus.  If a CGPS student has the need to park at the College of Arts and Sciences Fredericksburg campus, a parking pass may be obtained using the Eaglelink Portal.  CGPS student parking permits are free of charge.

 

EXCEPTIONS

University of Mary Washington grants exceptions to the parking policy for special circumstances. For example, a special frequent need of transportation by a first year (freshman) student. To obtain an exception, a detailed written request must be submitted to the Chief of Police. The request will be reviewed by the Public Safety Parking Committee. If the request is approved, the Chief of Police will notify the student. Students with exceptions must pay the parking decal fee of $200 and register their vehicle in person with the University Police Department.

On-line vehicle registration for first year Freshman is NOT permitted through the Universities Eaglelink Portal.
